He was born August 19, 1933 in Moore, Idaho, to James Elmer Loftus and Ellen Rebecca King Loftus. He attended schools in Leslie, Moore, and graduated from Butte High School in 1951 as Valedictorian.
He grew up on farms in Leslie and Moore. He married Gloria Ann Richeson November 20, 1951 in the Idaho Falls Temple and they lived in Ogden and Clearfield, Utah, where he worked at Hill Air Force Base. They moved to Pasco, Washington in 1965 to farm in the newly developed Columbia Basin Project. While in Pasco, he worked at the Hanford Nuclear Site as a chemical analyst and an electronic technician. He received a two-year degree in electronics from Columbia Basin College. In 1966 they moved to Idaho Falls where he continued his electronics at the INEEL. He retired in 1995 after 35 years of nuclear employment. In 1973, Owen and Gloria purchased the family home in Moore and he returned to his beloved Lost River Valley. He loved to fish, hunt, camp, hike and four-wheel in the surrounding mountains.
He served one term as mayor of Moore, which allowed him to extend his hand of friendship to all he met. He was loved by many and will be missed by all.
