Rosemond was born January 27, 1927 in Brownsville Texas to Richard and Eva Hockaday. She was an only child. Rosemond was called Peggy as a young girl. She grew up during the depression but her parents managed to give her dancing lessons. For a few years the family went to live with Eva's sister Hazel and Lieutenant Clyde Massey. Rosemond considered their son Clyde as almost a brother.

Rosemond attended the University of Texas at Austin and received a master's in biology. She then married Everett 'Ed' Nowlan Hicks, who later joined the Air Force. They were sent to Japan for two years, where they had a baby girl Carolyn Anne. The Air Force sent the family to several Texas cities. Two years after their first baby, they had another daughter Cheryl Lynn. Five years after that they had a son Craig Edward. They spent 1966-1969 in Wiesbaden, Germany and were able to travel and camp in much of Europe.

After Everett retired from the Air Force in 1970, the family moved back to Corpus Christi, Texas. They joined St. Pius X Catholic church. Rosemond taught biology in Miller High School and Everett became a vice-principal at South Park Jr. High.

Rosemond enjoyed singing with the Sweet Adelines and the St. Pius X church choir. She enjoyed cooking. A highlight of Rosemond's life was a trip to Egypt with several of her friends.
