He was reared as a typical farm boy in Spanish For, Utah. At nineteen he chose teaching as his profession and for more than forty years he served as principal of elementary schools, Spanish Fork Junior High, Springville Senior High and superintendent of Nebo School District.

He held a Masters degree and had done graduate work at U.S.C., Los Angeles; University of California at Berkeley and at Stanford University.

He had been active as teacher and president in various church auxiliary organizations and priesthood quorums.

He was a member of the board of directors of Springville Banking Co. For twelve years president of Springville Art Association, at which time the present Art building was erected.

Wallace served as chairman of the Utah County Democratic Party and had been a member of the city council. He had been a Kiwanis member for thirty-five years and served as president of Spanish Fork and Springville Kiwanis Clubs.
