Seattle Mayor. Minor served as the Mayor of Seattle, Washington, from 1887 to 1888. He also served as a Delegate to the Republican National Convention from Washington Territory in 1880. In 1889, he set off on a canoe trip to Whidbey Island with G. Morris Haller, and was never heard from again. It was presumed that both men drowned in a watercraft accident, but no bodies were found.

During the Civil War, he served in Co. G, Seventh Regiment Connecticut Volunteers.
