He was the the son of Bennett and Sarah "Sally" (Ferguson) Coffey. He was apparently named for William Carroll, Major General of the Tennessee Militia and governor of Tennessee at the time of his birth. He went by "Carol" and he is often listed that way on the censuses and other records. He married Martha Jane Jordan in 1848 in Tennessee. They were the parents of William Marion (Coffia), Margaret, Jasper Newton, Perry (Coffia), Sarah, Jemima, Josiah, Lydia, Rose, John, Amanda, Jessie and Millie Coffey.
He is listed on the 1850 Federal Census in Subdivision 32, Hancock County, Tennessee; in the 1860 census in Mills, Hancock, Tennessee; in the 1870 census in District 13, Hancock County; and in the 1880 census in Hancock County. His date of death and place of burial are not known.
