US Congressman. A member of the Democratic-Republican Party, he served in the US House of Representatives for three consecutive terms from Pennsylvania's 11th district beginning in October 1809 until March 1815. After studying medicine at the University of Pennsylvania at Philadelphia, Pennsylvania in 1793, he continued his studies in Europe, where he attended schools in Edinburgh, Scotland, Gottingen, Germany, and Paris, France. He then returned to Philadelphia and devoted himself to chemistry and mineralogy and was elected as a member of the American Philosophical Society in 1797. In October 1809 he was elected to Congress to fill the vacancy caused by the resignation of Benjamin Say and was re-elected for two additional terms. From March 1811 until March 1813 he was chairman of the US House Committee on Revisal and Unfinished Business. After leaving Congress, he returned to Philadelphia and visited Europe from 1819 to 1821 and again in 1824, settling in Paris, France, where he died at the age of 61 and was interred in the Pere LaChaise Cemetery.
