U.S. Congressman. He studied law, was admitted to the bar in 1867 and opened a law practice in Branchville, New Jersey. He served as clerk of Sussex County, (1868-69), a member of the New Jersey State House of Assembly, (1879-81) and judge of the Sussex County Court, (1881-96). He also was served as attorney to the board of freeholders of Sussex County, (1896-1911), a member of the Branchville town committee, (1896-1907) and a member of the New Jersey State Senate, (1898-1903). In 1911, he was he was again appointed Judge of Sussex County, elected as a Democrat to the Sixty-third Congress, in 1913, serving both as the Judge of Sussex County and as a Congressman until his death.
