The Honorable Robert Rand Lockett was born on June 14, 1867, in Cass county; he was the son of James Madison and Ellen [nee Rand) Lockett. He prepared for University in public schools. Entered the University of Texas from Cass county. Student 1885-1887 (Academic Department), 1887-1889 (Law Department): Athenaeum; Sigma Chi.

Mayor of Atlanta, Cass County, Texas, 1891-1892; resigned to serve as Democratic Presidential Elector, 1892 ; Second Assistant Attorney General, 1895-1897; Attorney at Law and judge 1898-1906.

The Honorable Robert Rand Lockett was married twice:

1st) Mittie Frances Whatley 1871-1849, on May 25,1891 in Cass County, Texas.

2nd) Hallie Mae McChesney 1881-1973 on November 30, 1906 in Texarkana, Miller County, Arkansas. She was the daughter of Vernon Twiggs and Mary Elizabeth (nee Lively) McChesney of Wills Point, Texas.

From the daily newspaper of Jefferson, Texas The Jimplecute, Vol. 39, No. 25, Ed. 1, Saturday, December 15, 1906:

"The sudden death of Hon. R. R. Lockett at Texarkana last week was a shock to relatives and friends here where he formerly resided."

Great Grandson of Sgt. Jacob Lockett 1754-1820 and Lucy Waddell 1775-1825, both from Virginia and both died in Jones County, Georgia.

Sgt. Jacob Lockett was a veteran of the American Revolutionary War. Two of his brothers Capt. Abner Lockett 1743-1789 and Lt. David Lockett 1735-1795 also served in the war.

Jacob Lockett's parents were Thomas Lockett 1700-1775 and Elizabeth Judith "Eliza" Towns 1709-1782, both born and died in Virginia. His parents were Thomas Lockett 1673-1744 and Martha Osborne 1662-1731, both born and died in Virginia. His parents were Thomas Lockett 1645-1686 and Margaret Osborne 1649-1708, both born and died in Virginia. His father Thomas Lockett (about 1625-unknown) was born in Burselum, Staffordshire, England, and his mother Annea, also from the same area, both died in Virginia.

His 2nd great grandfather on his mother's side was John Walter Rand, Sr. 1761-1812 from Virginia, was a drummer in the American Revolutionary War for three years and his wife Mary Anne Parker Rand 1765-1843 received a pension for his service. He was 16 when he enlisted and he was wounded at the Battle of Brandywine. Both are buried in the Rand Cemetery on the Rand Plantation in Wake County, North Carolina.

The Lockett family was very prominent in Prince Edward County, Virginia and were considered the last great land owners, per Prince Edward County history.

His father James was the second son of eight sons and two daughters, all born in Georgia, that made the move from Georgia to Texas in the 1850s with his parents Royal and Martha, six of their sons serving in the Civil War for Texas, one died in the war. One son, James' younger brother, Leonidus Theophilus Lockett 1843-1849, died in Crawford County, Georgia before they moved to Texas.

Grandparents Royal and Martha Lockett owned 75,000 acres in a "solid block" in Marion, Cass and Upshur counties.
