US Congressman. He was educated in Ottawa, lived in Wisconsin and Iowa for two years, and then returned to Ottawa to become a successful businessman, with interests including manufacturing, retail stores, railroads and finance, including serving as President of the Bank of Ottawa. He was a Delegate to the 1908 Republican national convention and the 1912 Ohio constitutional convention. In 1914 he was elected to represent Ohio's 5th District in the United States House of Representatives and served one term, 1915 to 1917. Matthews was an unsuccessful candidate for reelection in 1916, and died just seven months after leaving office.
