North Carolina Governor. Educated at the University of North Carolina, he earned a law degree in 1892, was admitted to the bar, and practiced law in Lumberton, North Carolina. He also became one of the leading businessmen in Lumberton, established the Bank of Lumberton, and played a significant role in building the Virginia and Carolina Railroad. He was a member of the Lumberton Board of Commissioners and was president of the North Carolina Bar Association in 1917. President Wilson appointed him to the War Finance Corporation (1918 to 1922) and as Assistant Secretary of the Treasury (1920 to 1921). In 1924, he was elected as a Democrat to the 56th North Carolina Governor, serving until 1929. During his term, an executive budget system was initiated, a Department of Conservation and Development was established, and the Great Smoky Mountains National Park was formed. After leaving office, he retired from political life and continued to stay active in his business and legal interests until his death.
