U.S. Congressman. He attended Yadkin Institute, Western Maryland College and taught school. He graduated in law from the University of North Carolina in 1891, was admitted to the bar in and commenced to practice law in Asheboro, North Carolina. He was Mayor of Asheboro, a member of the city council and school commissioner, (1895-99), superintendent of public instruction, (1891-95, 99-1901), solicitor in the superior court, (1901-14) and United States Attorney, (1914-20). In 1921, he was elected as a Democrat to the Sixty-seventh Congress and to the next four succeeding Congresses, serving until his death at age 65.
