US Congressman. Graduating from the law department of South Carolina College, in 1885, was admitted to the bar in 1886 and then practiced law in York, South Carolina. He was a member of the South Carolina State House of Representatives, served in the South Carolina State Senate, and a trustee of the University of South Carolina. In 1899, he was elected as a Democrat to the Fifty-sixth Congress and to the next eight succeeding Congresses, serving until his death at age 55.
