After a long career in the New Hampshire State Legislature, he was elected as a Republican Senator to the United States Senate, serving from March 13, 1879, to June 18, 1879 (his brief term was spurred by a vacancy in the seat, which he held until a successor, Senator Henry William Blair, was elected). He was elected Governor of New Hampshire, serving from 1881 to 1883. He came from a political family that contained his father, New Hampshire Governor John Bell, his uncle, Senator Samuel Bell, and his cousin, Senator James Bell. During the Civil War he served as Colonel and commander of the 18th New Hampshire Volunteer Infantry.
