US Senator. He was a civil engineer for the Chicago, Burlington & Quincy Railroad, (1886-87), graduated from Harvard University in 1892, studied law, was admitted to the bar in 1893 and commenced to practice law in Concord, New Hampshire. In 1913, he was elected as a Democrat to the United States Senate, serving until 1919. Declining to be a candidate for re-nomination, he was a member of the U.S. Liquidation Commission for France and England, in 1919 and appointed as council to the International Bank of Bulgaria, 1922. At the time of his death, he was practicing law in Paris, France.
