U.S. Senator. He graduated from Dartmouth College, in 1865, studied law, was admitted to the bar in 1868 and commenced to practice law in Manchester, New Hampshire. He was a member of the New Hampshire State House of Representatives, (1873-74), Treasurer of Hillsboro County, (1875-77), judge of probate for Hillsboro County, (1876-79) and served as ballot-law commissioner, (1892-1900). In 1901, he was elected as a Republican to the United States Senate, serving until 1913. Not a candidate for reelection, he remained active in politics serving on several Congressional Committees and practiced law until his death at age 72.
