U.S. Senator. Educated at the College of Charleston, the University of South Carolina, at the University of Virginia, he studied law, was admitted to the bar and commenced to practice law in Columbia, South Carolina, in 1903. He was solicitor of the fifth judicial circuit in 1908 and Columbia City Attorney, (1910-12). On July 6, 1918, he was elected as a Democrat to the United States Senate to fill the vacancy caused by the death of Benjamin R. Tillman, serving until November 5, 1918. An unsuccessful candidate for election, he resumed the practice of law and was chairman of the board of regents of South Carolina State Hospital, until 1946. At the time of his death at age 71, he was chairman of the Alien Enemy Hearing Board for the eastern district of South Carolina.
