US Congressman. He represented South Carolina's 8th District in the Sixty-sixth Congress from 1919 to 1921. Mann graduated from The Citadel in Charleston in 1901 and earned a law degree from the University of South Carolina at Columbia in 1906. For several years he was a practicing attorney in Calhoun County and served as Solicitor for the state's First Circuit from 1916 to 1919. A Democrat, he was elected to the US House of Representatives to complete the term of Asbury Francis Lever, who had resigned; he failed to win renomination for a full term in 1920. Following his Congressional service Mann returned to his home state and started a new law practice in Orangeburg. From 1923 he was Master in Equity for Orangeburg County. Mann was accidently shot and killed while returning from a hunting trip near Rowesville, South Carolina.
