U.S. Congressman. He graduated from Wake Forest College, in 1891 and taught school in New Bern, North Carolina, (1891-92). He studied law, graduated from the law department of the University of North Carolina, Hill in 1895, was admitted to the bar in 1896 and commenced the practice of law in New Bern, North Carolina. He served as county superintendent of public instruction in Craven County, (1902-19) and was president of the Atlantic & North Carolina Railroad Company, in 1918. In 1819, he was elected as a Democrat to the Sixty-sixth and Sixty-seventh Congresses and served until his death at age 52.
