He graduated from the University of Idaho, in 1901, was a fellow in the University of Chicago, (1901-03), studied law, was admitted to the bar and commenced to practice law in Moscow, Idaho. He was also a member of the Idaho State House of Representatives, (1898-1902). In 1903, he was elected as a Republican to the Fifty-eighth, Fifty-ninth and Sixtieth Congresses, serving until 1909. He was elected to the Sixty-second and Sixty-third Congresses, serving (1911-15) and elected to the Sixty-fifth Congress and to the next seven succeeding Congresses, serving (1917-33). After his term, he was a professor of government at Miami University Ohio, (1935-47) and appointed by President Truman a member of the Federal Loyalty Review Board, serving (1947-53). He died from leukemia at age 79.
