Relocating to North Carolina, he was principal of Burnsville Academy, (1886-93), superintendent of the public schools of Mitchell County, (1894-96) and headmaster of Bowman Academy, (1895-96). He was deputy collector of internal revenue at Asheville, (1896-99), studied law at the University of North Carolina, was admitted to the bar in 1900 and commenced to practice law in Asheville. He was a special assistant United States Attorney, (1906-07), a member of the North Carolina State Senate, (1909-11), a special counsel to the Post Office Department, (1909-10) a special assistant to the Attorney General, in 1910 and appointed by President Taft, the Third Assistant Postmaster General, (1910-13). In 1915, he was elected as a Republican to the Sixty-fourth Congress, serving until 1917 and successfully contested the election of Zebulon Weaver to the Sixty-fifth Congress, in 1919. An unsuccessful candidate for re-election, he served as chief counsel for the Bureau of Prohibition, Treasury Department, (1922-32) and practiced law until his death at age 78.
