US Congressman. He was elected to represent North Carolina in the United States House of Representatives, serving from 1895 to 1901. Following his congressional service, he served as a United States Minister to Persia from 1902 to 1907, to Greece from 1907 to 1909, and to Montenegro from 1907 to 1909.
