Nevada Governor. After graduating from the University of Nevada, in 1889, he earned a master's degree in engineering in 1903 and establishing a successful career as a mechanical engineer. He to served as Nevada State Engineer, (1910-12) and was a member of the Nevada State Tax Commission, (1913-14). In 1915, he was elected as a Democrat the first Governor of Nevada, serving until 1923. During his tenure, the state tax system was restructured, teacher retirement benefits were improved, a state highway department was established, the position of state labor commissioner was established, workmen compensation benefits were advanced and a state prohibition law was sanctioned. After leaving office, he served as publisher of the Nevada State Journal until his death at age 46.
