U.S. Congressman. He graduated from Yale College in 1784, studied law, was admitted to the bar in 1798 and commenced to practice law in Litchfield, Connecticut. He was a member of the Connecticut State House of Representatives, (1803-05), prosecuting attorney of Litchfield County, (1807-14) and judge of the Litchfield County Court, (1814-17). In 1817, he was elected as a Federalist to the Fifteenth Congress and served until his resignation in 1818. After leaving Congress, he practiced law until his death.
