DALLAS, Aug. 15— Carr Collins Jr., a businessman and former diplomat who commanded the United States military escort for the Japanese surrender delegation at the end of World War II, died after a brief illness Tuesday. He was 67 years old.

Mr. Collins was the United States vice consul to Italy from 1962 to 1972 and represented the State and Commerce Departments on a trade mission to Pakistan in 1960.

During a business career that spanned nearly four decades, he served on the New York Stock Exchange Panel of Arbitrators and held executive positions with the insurance company founded by his father, the Fidelity Union Life Insurance Company, and with Dallas-area banks and oil and development companies.

With his brother, former Representative Jim Collins, he endowed a chair to the Edwin L. Cox School of Business at Southern Methodist University in Dallas.

Mr. Collins was graduated from the university in 1939 and attended the Harvard University Graduate School of Business before enlisting in the Army Air Corps at the outset of World War II and becoming a combat pilot.

He attained the rank of major and received the Purple Heart, the Air Medal and eight Battle Stars as well as decorations from the Philippine Government and the Republic of China (Bio: D. W. Short)
