US Congressman. Born in Lebanon, Wilson County, Tennessee, he held a number of local municipal offices, such as clerk of the Warren County Court and as Registrar of Deeds. After serving as the clerk of the Tennessee State Senate in the early 1850s, he studied law, and was admitted into the Tennessee State Bar Association in 1857. He relocated to Nashville, Tennessee, where he started a law practice. A Unionist who opposed secession when the Civil War started, he was appointed as United States Attorney for the Middle District of Tennessee by President Abraham Lincoln, serving from 1863 to 1866. He then served a year as chancellor for Nashville's district before serving two years as a Justice in the Tennessee State Supreme Court. Returning to private practice, he was late elected as a United States District Attorney, serving from 1872 to 1873. In 1872 he was elected as a Republican to represent Tennessee's 5th Congressional District in the United States House of Representatives, and served a single term from 1873 to 1875. In 1874 he ran for a second term, but was defeated by former Confederate Army officer John N. Bright, a defeat that was part of the southern white majority retaking of political and social power in the former Confederacy as Reconstruction was being ended. After serving as a delegate to the Republican National Convention in 1880, he was elected to the Tennessee State Legislature, serving from 1880 to 1881. He passed away in Nashville, Tennessee at age 56 in 1885.
