U.S. Congressman. Educated at public schools, he was a clerk in the Interior Department, Washington, D.C., (1889-91) and a parliamentarian of the U.S. House of Representatives, (1891-95). He studied law, was admitted to the bar in 1895 and commenced the practice of law in Americus, Georgia. In 1896, he was elected as a Democrat to the Fifty-fourth Congress to fill the vacancy caused by the death of his father, Charles F. Crisp, serving until 1897. Not a candidate for re-nomination, he resumed the practice of law, was the judge of the City Court of Americus Georgia, (1900-12) and again parliamentarian of the U.S. House of Representatives. He was again elected to the Sixty-third Congress and to the next nine succeeding Congresses, serving (1913-32). After his term he served briefly as a member of the United States Tariff Commission, until December 30, 1932. He then was a member of the American World War Debt Funding Commission and resumed the practice of law until his death at age 66.
