Russian political figure, of the nobility of Kharkov Province and the landowner. He studied at the Physics and Mathematics department of Novorossiysk University. In 1912 he became a member of the Russian Parliament - Duma, as the representative of the monarchist party of Octobrists.
He was elected Deputy chairman of the National Defence Commission (1912 Commission on Military and Naval Affairs) in the Duma and considered an expert on military matters. After February revolution of 1917 he was appointed Commissioner of the Interim Committee of the State Duma of Military and Naval Ministry. With the beginning of the civilwar he joined first the Denikin army, then Wrangell's army with whom he was evacuated to Constantinopole. Since February 1921 he lived in Paris, where he published "Memoirs".
