Barnett was the Georgia Secretary of State in the years 1843-49, 1851-53, 1861-68, and 1873-90. During the Civil War, Milledgeville was Georgia's capital. As Sherman marched through the state, Barnett took the Great Seal of Georgia and buried it under his house and pig pen to protect it from the Union Army.

Son of William Barnett and Ann Crawford.
Grandson of Joel Crawford 1736-1813 and Fanny Harris 1750-1770.
His first wife was Margaret Morton and second was Mary Ann Cooper.
