US Congressman, Indiana Governor. He graduated from Indiana Asbury University in 1843, studied law, was admitted to the Indiana State Bar Association in 1845 and commenced to practice in Indianapolis, Indiana. He served in a number of city and state offices, including Indianapolis City Attorney and as the Reporter for the Indiana State Supreme Court. In 1858 he was elected as a Republican to represent Indiana’s 6th Congressional District in the United States House of Representatives, serving from 1859 to 1863. While in Congress he led investigations into railroad companies concerning their fees for moving military supplies and ammunitions, rooting out corruption and fraud that saved the war effort millions of dollars. He declined to run for a third term, and resumed his law practice in 1863. For a time he was law partner with future United States President Benjamin Harrison. After serving a term First Comptroller of the Indiana State Treasury he was elected as the 19th Governor of Indiana, serving from 1881 to 1885. From 1889 to 1892 he served as United States Minister to Italy.
