Bill, a US Army Air Corps pilot, was stationed at Hill Field, Ogden, Utah. Bill, Lt. Arthur Crofts and Forest Ranger Charles Langer (of Stanley, Idaho), were searching for nine airmen who bailed out of a Flying Fortress near Challis, Idaho, when their plane crashed. All three perished in the crash. The plane crashed between Roughneck Peak and Mount Mills, about 50 miles west of Challis. There is a National Parks marker placed at the crash site with all three of their names on it. The site is called Langer Memorial, and is next to the trail head to Langer Lake.

Bill's cremains were scattered over Hill Field. He was survived by his wife Frances Summers Kelly(1916-2005), who never remarried, and their daughter Patricia Kelly Buschmann. It should be noted that Bill's mother died when he was only one year old and he was lovingly raised by his oldest brother Elbert Kelly and his wife Grace Campbell.
