US Congressman, Diplomat, Jurist. Elected to represent Kentucky's 3rd District in the Thirty-Ninth and Fortieth Congresses, he served from 1866 until his death. Hise was born in Allegheny County, Pennsylvania but raised in Russellville, Kentucky, which he called home for the rest of his life. He attended Transylvania University in Lexington, was admitted to the bar, and practiced law in Logan County. From 1848 to 1849 he was Chargé d'affaires to Guatemala, then for several years was Chief Justice of Kentucky's Court of Appeals. Apart from a single term in the State Legislature (1829) and a failed run for Lieutenant Governor in 1836, Hise steered clear of politics until after the Civil War. He arrived in the US House of Representatives to complete the term of the late Henry Grider and was subsequently elected to a full term of his own, but in the end served only six months before his death in Russellville. There is a cenotaph for him at Congressional Cemetery in Washington, DC.
