U.S. Congressman. Born in Bedford County, Tennessee, he attended Vanderbilt University, (1895-97), graduated from George Washington University Law School, Washington, D.C., in 1899, was admitted to the bar and commenced to practice law in Tullahoma, Tennessee. He was a judge of the seventh judicial circuit of Tennessee, (1910-18), chairman of the district exemption board for the middle district of Tennessee, (1917-18), director of the Traders National Bank of Tullahoma and a trustee of Tennessee College for Women. In 1919, he was elected as a Democrat to the Sixty-sixth Congress and to the next six succeeding Congresses, serving until 1933. After his term, he was a member of the American National Committee, Third World Power Conference and chairman of the Federal Trade Commission, until his death at age 72 in Washington, D.C.
