Eldest son of John Russell, 6th Duke of Bedford, and the Honourable Georgiana Elizabeth Byng. Paternal grandson of Francis Russell, Marquess of Tavistock, and Lady Elizabeth Keppel. Maternal grandson of George Byng, 4th Viscount Torrington, and Lady Lucy Boyle.

Francis is a direct descendant of King Charles II through his paternal grandmother, and was the elder brother of British Prime Minister John Russell, 1st Earl Russell.

He married Lady Anna Maria Stanhope in 1808, the daughter of the 3rd Earl of Harrington.

The marriage produced a son named William, who succeeded his father as duke.

Francis is interred in the Bedford Chapel of the parish Church of St. Michael, Chenies.
