U.S. Congressman. He graduated from Western Reserve University, in 1894, studied at Lane Theological Seminary, was ordained as a Congregational minister in 1895 and became pastor of the Vine Street Congregational Church in Cincinnati, Ohio. He was a member of the Ohio State House of Representatives, (1913-14) and served in the Cincinnati City Council 1936. In 1937, he was elected as a Democrat to the Seventy-fifth Congress, serving until 1939. An unsuccessful candidate for reelection, he was member of the Cincinnati City Council, (1940-41) and resumed his duties as pastor until his death at age 81.
