Ward was born in Huntingdon County, Pennsylvania to Charles and Beulah Harshbarger Bailey. Ward Bailey joined the U.S. Navy and was killed in World War II. He was working in the boiler room when his ship was bombed and sunk. His body was never recovered.

There is a memorial marker for Ward in the Mapleton IOOF Cemetery. There is, also, a monument in North Africa with Ward's name on it.
