Eldest son and heir of George Howard, 6th Earl of Carlisle, and the Honourable Lady Georgiana Dorothy Cavendish. Paternal grandson of Frederick Howard, 5th Earl of Carlisle, and Lady Margaret Caroline Leveson-Gower. Maternal grandson of William Cavendish, 5th Duke of Devonshire, and Lady Georgiana Spencer.

Carlisle served as Chief Secretary for Ireland, as First Commissioner of Woods and Forests and as Chancellor of the Duchy of Lancaster. He was twice named Lord Lieutenant of Ireland. In 1835 he was appointed to the Privy Councils of the United Kingdom and Ireland.

The 7th Earl was never married.

He was succeeded by his younger brother William.
