Son of Edward Howard, 2nd Earl of Carlisle, and Elizabeth Uvedale. Paternal grandson of Charles Howard, 1st Earl of Carlisle, and the Honourable Anne Howard. Maternal grandson of Sir William Uvedale of Wickham, Hampshire, and the Honourable Victoria Cary.

He married Lady Anne de Vere Capell, daughter of the 1st Earl of Essex and Lady Elizabeth Percy, in 1688. They were parents to four surviving children.

In 1699 he commissioned the building of Castle Howard in Yorkshire, which became the family seat and is still occupied by his descendants.

The family mausoleum on the grounds of the estate has been the final resting place of many of his descendants ever since.
