U.S. Congressman. He graduated from the Howe Military School in 1899, attended Harvard University, then engaged in banking and finance in New York. During World War I, he served as a Major in the US Army Tank Corps overseas, receiving a Purple Heart Medal and the French Legion of Honor. After the war, he was military secretary to New York Governor Nathan L. Miller in 1920, Deputy Secretary of New York (1921-22), executive secretary and treasurer of the Hudson River Regulating District New York, (1923-29). Relocating to Connecticut, he served as aide-de-camp to Governor Raymond E. Baldwin, (1940-41). In 1943, he elected as a Republican to the Seventy-eighth Congress, serving until 1945. An unsuccessful candidate for reelection, he was president and owner of South Jersey Broadcasting Company until his retirement in 1968.
