New Hampshire Governor. He graduated from the University of Minnesota, in 1915 and received a law degree in 1917. During World War I, he served as a First Lieutenant in the U.S. Army Artillery Coast Corps. After the war, he establishing a law firm in Portsmouth, New Hampshire, was the Portsmouth City Solicitor, (1921-22) and Mayor of Portsmouth, (1926-28, 1943-44). In 1944, he was elected as a Republican the 76th Governor of New Hampshire, serving until 1949. While he was in office, a state employees' retirement plan was created, the State’s tourism industry was promoted and the State deficit was reduced. After completing his term, he was active in banking and was owner of the WHEB radio station until his death at age 85.
