Idaho Governor. He attended the University of Michigan Law School, was admitted to the bar in 1904, and established a successful legal firm in Mackey, Idaho. He was a member of the Idaho State House of Representatives, 1910-14) and was a judge advocate general of the State of Idaho, (1914-15). During World War I, he served as a Second Lieutenant in a machine gun company, U.S. Army. After the war, he returned to his law practice, was a member of the Idaho State Senate, (1933-36) and was Mayor of Idaho Falls, (1937-38). In 1940, he was elected as a Democrat the 8th Governor of Idaho, serving until 1943. During his tenure, an unfair sales law was enacted, a nonpartisan state board of corrections was created, the senior citizens act was improved and the department of public health was separated into three agencies. After leaving office, he was appointed an Idaho Federal District Court Judge, a position he held until his death at age 83.
