Spanish-American War Medal of Honor Recipient. Born in Quebec, Canada, he served in the United States Navy during the War with Spain as a Landsman on board the "USS Marblehead". He was awarded the CMOH for his bravery during the cutting of the cable leading from Cienfuegos, Cuba, on May 11, 1898. His citation reads "Facing the heavy fire of the enemy, Russell set an example of extraordinary bravery and coolness throughout this action." His Medal was awarded to him on July 7, 1899. He later joined the United States Army and rose to the rank of Captain.
