U.S. Congressman. He graduated from Smyrna Seminary in 1872, studied civil engineering at Lehigh University and engaged in a variety of engineer transportation issues in Smyrna, Delaware. He was president of the Philadelphia & Smyrna Transportation Company, plus engaged in the canning industry and banking. In 1900, he was elected as a Republican to the Fifty-sixth Congress to fill the vacancy caused by the death of his father John Henry Hoffecker serving until 1901. Not a candidate for re-nomination, he was a member of the Delaware State Highway Commission and resumed his previous business activities until his death.
