U.S. Congressman. Educated as a teacher, he taught school in Delaware, was superintendent of schools in Kent County, (1887-90) and was principal of Old Newark Academy, (1890-92). He was an editorial writer on the Wilmington Every Evening, (1894-95) and was elected as a Democrat to the Fifty-fifth Congress, serving (1897-99). An unsuccessful candidate for reelection, he studied law, was admitted to the bar in 1899 and practiced law in Wilmington, Delaware, until his death at age 60.
