He was awarded the Medal of Honor for his bravery during the cutting of the cable leading from Cienfuegos, Cuba, on May 11, 1898. His citation reads "Facing the heavy fire of the enemy, Parker set an example of extraordinary bravery and coolness throughout this action." His Medal of Honor was awarded to him on July 7, 1899. He gravesite has a private marker and a military marker. He was the son of Wiley E. and Sally M. Parker.
