Arthur was the son of Charles Edward Brown and Eliza Jane Ingersoll Brown at Brownville, Jefferson County, New York on February 9, 1865. He attended Old Barnes Medical College before it merged with Washington University. He became an instructor in anatomy in the Barnes College. He began medical practice in St. Louis in 1901 and practiced for over 50 years. He served in the 65th regiment medical corps of New York volunteers during the Spanish American War and was a Reserve Medical Officer in World War 1. He was a member of the St. Louis Medical Society, Missouri State and American Medical Association and the American College of Physicians and Surgeons. He was a member of the Masonic Order, Polar star Lodge #79, in St. Louis and received the Scottish Rite and York Rite Knight Templar. He was a member of the National Sojourners and Sons of the American Revolution. He married Leila Maude Kircher on July 28, 1909 in Vernon County, Mo.
