U.S. Congressman. After graduating from New Hampshire Conference Seminary in 1859, Dartmouth College, in 1863 and the law school of Columbian University, Washington, D.C., in 1866, he was admitted to the bar in 1866. He practiced in Washington, D.C., was clerk in the War and Treasury Departments, (1866-74), was judge advocate general of the National Guard of New Hampshire, with rank of Brigadier General, (1886-87) and a member of the New Hampshire State Senate, (1891-92). In 1893, he was elected as a Republican to the Fifty-third and Fifty-fourth Congresses, serving until 1897. After losing reelection, he practiced law until his death at age 71.
