Son of Theodore Scowden II and his wife Sarah Ransom Hazard.

He came west to Ohio from Pennsylvania as a boy with his family and married on 16 Jun 1836 in Cincinnati, Hamilton Co., Ohio to Rosetta Stewart [born 20 Mar 1818, OH and died 27 Apr 1882.

1832 - graduated from Augusta College, KY engineering school and returned to Cincinnati to apprentice as a steam engineer for four years. He then worked eight years as a ships engineer on a steamer going back and forth on the rivers between Cincinnati and New Orleans.

Their official residence in 1840 was Dublin, Wayne Co., Indiana:

"In a city that sits at the midpoint of a lake with over 100 trillion gallons of water, it is surprising to many that the lake was not the origin of this city’s water supply. It wasn’t until the mid 1850’s that water from the lake became the main supply source; before that, water came from spring wells and was not filtered, leading to many water borne diseases such as cholera and dysentery.
In 1853, the City of Cleveland hired Theodore Scowden, a waterworks engineer from Cincinnati, who designed the city’s water system as we know it. The initial system that Scowden designed was made to supply water to an area of about 1/3 square mile with a pumping station located near the shore of Lake Erie. The water would be sent to a high level reservoir, just south of the pumping station on Kentucky Street and then gravity would take the water and filter it throughout the city."

Theodore R. Scowden, son of Theodore Scowden, of Pittsburgh,
Pennsylvania, was born June S, 1815, and was educated at Augusta College, Kentucky. On leaving college, in 1832, he was apprenticed to the steam engine business at Cincinnati, and continued at this about four years, when he engaged as engineer on a steamer plying between Cincinnati and New Orleans. From the time of commencing engine building, he employed all his spare moments in studying mechanics, hydraulics and civil engineering. He remained in the position of engineer on the river for about eight years, when, in 1844, he turned his attention to the work of designing and planning engines, and so put into practice the knowledge acquired by application for the previous...[cut off]

"Theodore R. Scowden (June 8, 1815 – ?) was an engineer and architect.[1] He designed the Louisville Water Tower with his assistant Charles Hermany. He also designed waterworks for Cleveland and Cincinnati.
He was the son of Theodore Scowden of Pittsburgh, Pennsylvania and was educated at Augusta College in Kentucky.
His designs for the Louisville Water Works may have been based on Philadelphia’s Fairmount Water Works (1812). The design is described as being an example of Palladian architecture. The buildings were renovated for conversion into the Louisville WaterWorks Museum."
