U.S. Congressman. While working as a telegraph operator, he studied law, was admitted to the bar of the supreme court of North Carolina, in 1896 and commenced to practice law in Goldsboro, North Carolina. He was a treasurer of Wayne County, (1898-1900), served in the North Carolina State House of Representatives, (1899-1901) and Mayor of Goldsboro, (1901-07). He also served as a Colonel in the 2nd Regiment of the North Carolina National Guard, (1899-1909). In 1915, he was elected as a Democrat to the Sixty-fourth and Sixty-fifth Congresses, serving until 1919. Not a candidate for re-nomination, he resumed the practice of law until his death.
