U.S. Congressman. He graduated from Princeton College in 1845, studied law, was admitted to the bar in 1847 and commenced to practice law in Parkersburg, West Virginia. He served as prosecuting attorney for Wood County (1856, 60), was a member of the West Virginia State House of Delegates (1870-71) and judge of the fifth judicial circuit (1873-88). In 1889, he presented credentials as a Democratic member and was elected to the Fifty-first Congress, serving until 1890. Defeated for re-election, he was appointed judge of the criminal court for Wood County, West Virginia, in 1891 and served until his death.
