US Congressman. A member of the Democratic Party, he served in the US House of Representatives from Pennsylvania's 28th district for two consecutive terms from 1937 until 1941. Born in Winchester, Massachusetts, in 1906 he moved with his family to Minneapolis, Minnesota. In 1922 he graduated from the Phillips Academy at Andover, Massachusetts and later attended Harvard University in Cambridge, Massachusetts. In 1929 he moved to Greensburg, Pennsylvania where he was a salesman and sales manager for a valve and fittings manufacturing business until 1937. From 1935 until 1936 he was the district administrator of the Works Progress Administration. In 1936 he ran as the Democratic candidate for Congress and was elected, serving for two terms. In 1940 he was not a candidate for re-nomination. Upon leaving Congress, he became president of the Duff-Norton Manufacturing Company in Pittsburgh, Pennsylvania from 1940 to 1943. In July 1942 he was commissioned as a major in the Ordnance Corps of the US Army and was promoted to the rank of lieutenant colonel in February 1943, serving until his discharge in January 1945. Afterwards, he served in a number of business positions, including Baldwin Locomotive Works (sales manager) in Eddystone, Pennsylvania from 1945 to 1946, Fisher Plastics Corporation (vice president) in Boston, Massachusetts from 1946 to 1947, Great Lakes Carbon Corporation (vice president) from 1947 to 1954, Pesco Products (president), a division of Borg-Warner Corporation, from 1954 to 1957, Bucyrus-Erie Company (vice president) in Bucyrus, Ohio from 1957 to 1958 (president in 1958), Bucyrus-Erie Co. of Canada, Ltd. (chairman of the board and president), Ruston-Bucyrus, Ltd., Lincoln, England (chairman of the board), and Director of the First National Bank of Milwaukee, Wisconsin. He retired in 1962 and relocated to Keene, Virginia where he died at the age of 60.
